Senior Manager CAPEX&Engineering Projects (H/F/D), Toulouse

Location : Toulouse (31). Country: France. Contract type : 12‑month fixed‑term contract. What You Will Do

Define and execute the site’s CAPEX strategy in alignment with business priorities. Structure and challenge business cases and investment decisions. Ensure project delivery in full compliance with cost, schedule, and GMP requirements. Implement robust project governance with performance indicators and executive reporting.Structure and oversee engineering activities (process, utilities, infrastructure). Ensure the robustness of technical choices and their compliance with corporate and regulatory standards. Guarantee alignment between design, construction, CQV, and operations. Act as a key interface with manufacturing operations.Prioritize projects based on production and quality needs. Secure the availability and performance of critical systems (HVAC, utilities, equipment). Make timely decisions on technical issues impacting production. Ensure project compliance with GMP and data integrity requirements. Prepare and defend technical decisions during inspections (ANSM, FDA, etc.).Maintain compliant documentation (URS, DQ/IQ/OQ/PQ, change control). Manage EPCM partners, contractors, and critical suppliers. Ensure performance in terms of quality, cost, and schedule. Oversee contractual and technical risk management. Clarify roles and responsibilities with key functions (QA, CQV, MSAT, Manufacturing).Foster a culture of accountability, performance, and problem‑solving. Lead the Capital Projects and Engineering teams. Who You Are

Significant experience (minimum 15 years) in engineering and CAPEX project management within the pharmaceutical or biotechnology industry. Proven experience in GMP environments, including exposure to regulatory inspections. Excellent command of English and French, spoken and written. Strong experience delivering complex greenfield and brownfield projects.Demonstrated leadership with the ability to make decisions, arbitrate, and advance in a demanding, constraint‑driven environment. Excellent cross‑functional influencing skills, with the ability to engage and mobilize multidisciplinary teams. Results‑oriented, pragmatic, with strong prioritization skills and the ability to stay focused in a dynamic context.Performance Indicators

On‑time delivery and adherence to CAPEX budgets. Site GMP readiness level. Number and criticality of project‑related deviations. Supplier performance and quality of deliverables. Effectiveness of project governance and stakeholder coordination.
